Abstract

The key object of the study is Sustainable Development Goal 11 known as the urban SDG in the con-text of Russia. Goal 11 provides for making cities and human settlements inclusive, safe, resilient and sustainable. It encompasses a provision for its implementation, a description of the goal targets and indicators, progress of implementation and prospects. In Russian political environment and research, the concept of sustainable development, the UN SDG system and, in particular, sustainable urban development, are poorly covered and are limitedly represented in the key state strategies on urban management and development. The study aims to observe the first stage of SDG 11 implementation in the Russian Federation to set up local resilient cities and communities. The study considers the ways SDG
